A critical issue identified within the arts sector is the underrepresentation of skilled individuals from global majority backgrounds. Despite the richness and diversity they bring, there is a noticeable gap in the recruitment and empowerment of these talented individuals. Statistics from the Arts Council's diversity report for 2016-2017 highlight this disparity: only 11% of staff at National Portfolio Organisations are from global majority backgrounds, compared to a national average of 16%.

Additionally, 17 out of the 100 largest arts organisations, employing more than 50 staff members, had no global majority individuals on their teams. This underrepresentation extends to leadership roles, where only 8% of Chief Executives are from global majority backgrounds. The figure drops to a mere 2% when excluding organisations that focus on global majority arts. Furthermore, Band 3 funded organisations, which receive £1,000,000 or more annually, have no global majority individuals in leadership positions.
